HOUSE CONCURRENT RESOLUTION NO. 46

Requesting the Joint Committee on Government and Finance to make a
study to determine the feasibility and method of certifying
social model adult day services for the purpose of obtaining
third-party reimbursement including Medicare and other
insurance payers.

Whereas, A substantial and growing number of our aging
population is in need of adult day services as continuing
advancements in medicine and medicine technology result in longer
human life spans; and

Whereas, The cost of providing the needed adult day services is
costly, and in many instances is just as needed as medical
treatment to sustain the lives of elderly persons; and

Whereas, Alternative sources of funding the growing and
perpetual cost of the provision of adult day services need to be
found; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
directed to review, examine and study the feasibility and method of
certifying social model adult day services for the purpose of
obtaining third-party reimbursement including Medicare and other
insurance payers; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2003, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the necessary expenses to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
